Judging by the nomations and the general activity of the site, it's unlikely that we'd get huge amounts of voters, so I think it'd be best to stick - at least for this edition - with the system as it was used at wotmania. Which I see Larry already assumed by default. In other words, you can vote for up to three books, but give them a ranking if you do, with your favourite getting three points, the next two and the third one. If you only vote for one or two books, that would mean they'd get three, or three and two points.
As for book of the RAFO Year, it's supposed to be an overarching category combining the four - so fantasy, sci-fi, other fiction and non-fiction together, though I see none of the non-fiction ones was nominated there. It would be logical for the winner of Book of the RAFO Year to also be the winner of its category, but again, with few voters, unexpected things can happen.
