It had PLENTY of room that it could have worked in. On a scale of 1-10 with 1 being "Kicking a quadrapalegic baby in the face" and 10 being "Shooting God in the robe with a pea shooter from 10 miles away" I'd say Bioshock was around 1.3. Could have been harder without being overly difficult.
