He probably viewed that as the lesser of two evils, considering how sick he gets when he channels. Yes, he intended to channel (a lot!) when he got there, but saving himself one bout of sickness at the cost of a coat and a little hunching was probably worth it to him.
Whereas, in the WH situation you quoted, he most definitely didn't want people recognizing him (he was going someplace where he knew they would), so he channeled a disguise in that case (and suffered the bout of sickness that went with it).

If the Seanchan patrol will report that they saw a very tall red-haired, one-handed channeler vomitting in the midst of Ebou Dar, and if Tuon will put two and two togther & consider that Rand is completely mad now. It should appear as a very weird incident to the Seanchan.
