Rand could simply have been a tall, one-handed drunk, in which case the patrol wouldn't have thought it worth reporting up through the command chain, I think. He didn't really cause any trouble, so no need.
Very true, those drunks are a real menace in Seanchan. Especially the way they tend to open random gateways into blackness and jump through, disappearing before they can be arrested.
Or not. A male channeler capable of traveling in the middle of the Seanchan capital should be major news. Even if it was merely a random asha'man it would still be important enough to reach Tuon I suspect. And she would recognize Rand.
I wonder if Rand's ta'veren influence did anything while he was there, and if so what does Tuon think of that. she does not believe in ta'veren so she might think that any bizarre accidents were the work of Rand via channeling. Either that or she will consider them omens or something.
