Elayne was named after the grandmother of the High Seat of another House. And what about Henry VIII?

I think in the main series the full name is never given, it's just mentioned in the Guide and in SaSG. However, contrary to the Guide, RJ wrote SaSG himself and IIRC after the Guide. Thus I would say this rather indicates that the name in SaSG is the correct one. I also rather doubt that there are two Queens Ethenielle from different Houses, since RJ obviously wanted to imply that this text is more or less contemporary to the time of the main books.

Ethenielle Kirukon Materasu is not the current Queen of Kandor. I don't know how she can carry anything or show it to Rand at this point since she doesn't exist right now.

Until Ethenielle dies or is deposed, you cannot claim this has been written yet, much less published

I would say it's probably a mistake in the Guide

It's also possible that in Kandor, like Seanchan, the rulers get new names occasionally. *NM*
