It's been a while since I researched this, probably since it was first in the news, so I can't be specific at the moment. I'll try to go back and look it up soon. However, I remember strongly not agreeing with a handful of parts/requirements. My view on the environment tends to be a little different than most who would consider themselves environmentalists or "for the environment". I feel that many (not all) environmental issues should be addressed at a lower level than world leaders. If everyone, heck, if 50% of everyone took responsibility to be environmentally conscious of the small areas they affect (home, work, etc), I believe the environment would be better than it will be under any grandiose world plan.
Just my personal opinion.

Captain Jack: With a dashing hero like me on the case, how can we fail?
Ianto: He is dashing, you have to give him that.
