It would work, if the people responsible for those companies make an effort to do so. And I believe that most of them truly do. I'm certain there are some that do not, but they should be handled on a case by case basis.

And while global warming should be addressed in some way, perhaps, I do not believe it is the all-encompassing issue that it has been made out to be. Frankly, I do not believe that the amount the earth has "warmed" over the passing of time is a cause for extreme concern. We need to be aware of it, and do what we reasonably can, but even if we stopped all industry going forward, I believe the earth would continue to get hotter over time, due to its very nature. Eventually the sun is going to go supernova, and then we'll know what hot is.

Also, I happen to live in Florida, and was directly affected by three of the four hurricanes. In no way do I believe they could have been, or could be in the future, stopped by Kyoto.
