I get what you're saying about Heuk being a priest and all... but do these events take place by the time Draconus has returned? Mallick uses Ruse, I thought - which is a human warren. Oh, and he's now the Emperor(!).
RotCG takes place either between Reaper's Gale and Toll of Hounds, or simultaneously with ToH. Regardless, Draconus is of Starvald Demelain (Dragon Hold) and not Kurald Galain (Hold of Dark) - neither of which would be accessable to a regular human until at least the very end of ToH, whatever that means for/about Huek.
I thought Draconus was the Consort of Mother Dark? Also, when he emerges from Dragnipur, it seems like he uses kurald galain to make his entrance. Doesn't he have some connection/ability to wield to KG?
Draconus is/was billed as Consort of Darkness and Suzerain (i.e king/ruler)of Night so he has probably most ties to Kurald Galain.
