No it just implies that bp stinks at sealing big holes in the ground....which they do...it was a political statement and one that is correct.

This implies that Sealing the Bore will entail something counter-intuitive that would be the opposite of helpful in a real world situation. Maybe something like rip it all the way open, which you wouldn't want BP doing.
