That is a nice mix of scifi and fantasy. I enjoyed Terminal City from Reynolds it is a semi-steampunk/scifi book. It is an interesting read withthe only draw back being it was set up to be more than one book.
Can't think of anything that is really the same as Otherland but you could always read William's other books. War of the Roses was pretty good.
