e e cummings made it haunting and powerful, but once a few dozen books do it, you start to go "Yes, ok, you are not bound by traditional grammar and usage rules, we GET IT."
Pullman was just saying that it' starting to come off more like a gimmick than anything else.
People are reading too much into this, I think. It's not a political manifesto, it's just a guy bitching about something he's unhappy with. No different than a football fan bitching about too many running plays, or a music fan wishing his band would finally learn another freaking chord.
