I'm pretty sure they didn't include Even Hand because it was part of an anthology that was just published in July. By not including it in Side Jobs, they'll sell more copies of that other anthology for the people that want to read it too.
By this standard they shouldn't have included Love Hurts either, since it is no older than the Even Hand anthology. Also, in the back all the stories say that they are reprinted with permission of the author, not the publishers/editors of the other books.
