Rob (the boy) was planned by his father Jon to be fostered with Stannis at Dragonstone. Jon (the father) keeps this plan secret so some people know of it (Jon's Maester and Walder Frey) but somehow the king did not know of it.
One reason Jon did not act prior to his death and declare that the Lannisters were doing incest and their progeny were not Baratheons was that Jon wanted his kid away for the kid's safety.
Lysa did not want anyone to foster her son.
Lysa kills Jon at the behest of Littlefinger.
Robert (the king) wanted to foster Rob (the boy) with Tywin Lannister, to shut up his wife (Cersei), to get the boy away from his mother (Lysa), and he didn't knew about the Jon/Stannis plans.
