Correct me if I'm wrong but tWoK starts off strong, dips down in action around 1/3 in and then the last 100-200 pages are ABSOLUTELY insane. IIRC, it follows a pattern like that.
I would say you are mostly correct if you're talking about how the story is paced in regards to the pure action of the story. However, I disagree if you're talking about in quality, storytelling, and the impact of the story elements. The middle of the book has some truly excellent segments that are doing some very heavy-lifting in character development, world building, and dropping down hints and story-lines... and it manages to do it without clubbing you upside the head with it. That middle section not only allows the last 250 pages or so to be so absolutely gripping, but it sets the stage for the entire series.
