In my opinion, she's to be rated above most other fantasy writers, but largely because of the character of Phèdre, who is and remains one of my all-time favourite fantasy characters - which is why I was far less impressed by her second trilogy, even though it really is hard to point at other meaningful differences between the two in terms of quality, as you note. The other characters in the books are not really beyond average, but inventing Phèdre was a stroke of genius that, combined with the other good ideas she had, made for a great trilogy. The second trilogy lacked any such stroke of genius, and the reader had grown accustomed to the most notable ideas, so it was rather less impressive.
Yep, I know several people who hold the Phedre character in high regard. I wasn't all that engaged by her as a character as a whole, so the while the books were well written, I didn't feel engaged with entirety of the story. Phedre is much like the Fitz character in Hobb's work. If you like the character, you'll generally really enjoy the series. If you don't, then you will think less of it.
Definitely true, if someone isn't satisfied by the end of Dart, there's no point in reading on.

I actually felt like the trilogy gained a lot of depth as it went on - the third book was the best.
