1) Stories told in imaginary places
2) Imaginary/magical things happening
3) Imaginary/magical things happening in imaginary places

The first subset above could potentially hold any type of story, since the only real constraint is the setting. The second subset can also hold any type of story, since the only constrainst in the magical. You could have a story about CSI in Fantasyland, or you could have a story about Magical CSI in our land. And if there's a story that could be told, eventually someone, somewhere, will tell it, and sometimes they'll tell it very well.

Now, I will concede that some of these things fit the episodic nature of television much better than the novel format. But it's really more a matter of getting the right story and the right storyteller, rather than a flaw in the genre that makes non-violent fantasy stories difficult or impossible to write.
