His writing style is quite different (he is far more "visual", his writing is influenced a lot by cinema), his "spin' on Fantasy is quite different, his humour is different, but among the younger writers he remains the one most influenced by Jordan. Same passion for very central, elaborate magic systems with tons of rules.
Seriously, if there's an heir to WOT/RJ, Sanderson is the best candidate.
It's already there in his early book like Mistborn, but with Way of King it's really more obvious.
I would second Tad Williams too, but for "like WOT" I would definitely start with Sanderson (no, personally I don't enjoy him as much as Jordan, and for his WOT books not much at all - but he fits pretty well all your requirements).
