If limited to the last five years, then I'd say Daniel Abraham, closely followed by Joe Abercrombie and Scott Lynch. If limited to the last year or so I'd say Peter V. Brett, with Carrie Ryan, Kristin Cashore and Stephen Deas showing some promise.
