He could, almost literally at this point, announce the book's completion tomorrow, or next week, or in a few weeks' time, maybe out to a few months. That is the most 'likely' outcome based on current information and the latest updates (you know, the stuff the people amusingly saying, "He isn't writing the series anymore," above aren't bothering to consult).
However, we have also been to this point before, so it's also possible (if considerably less likely) that he will tear up the last six months' work, rewrite half the book from scratch and it won't come out for another two years.
So all anyone can say really is, it'll be done when it's done, and if that's too long for people to wait, so be it.
One thing I am predicting is that the book will probably come out before Rothfuss' THE WISE MAN'S FEAR, most likely before Lynch's REPUBLIC OF THIEVES and maybe even TOWERS OF MIDNIGHT as well, if Sanderson's latest negative-sounding Facebook comments are anything to go by.

No. I no longer think he is writing the series and has instead focused on other projects. *NM*

There's a whole subsubculture based around him not finishing the book.
