I've been playing with a Kindle lately, and none of the free books i've gotten have ever asked me after my CC or payment info. This one is, though. I think you're not being charged to pre-order it, but you'll be charged for the book. But I'm not sure. I'm not doing anything unless someone else can reliably say I won't be charged.
