The Government is led by the Prime Minister, who is appointed by the Queen as the Member of Parliament most likely to command a majority in the House of Commons. The Prime Minister selects the other members of the Government for appointment (and dismissal) by the Queen, but the entire Government must resign if they lose a vote of confidence in the House of Commons.

After the recent election, Brown's party (Labour) no longer has a majority of seats in the House of Commons, so he is not expecting to survive a vote of confidence. His resigning is simply accepting that fact and moving aside for the Queen to appoint someone else.

Note: Prime ministers in this system are not automatically removed when their party loses control of the House of Commons. They are only removed via a vote of confidence, or resignation (or death).

They also can be removed without any change in their party's control of the House, but that usually only occurs if

1: They tick off their party, or

2: No party has majority in the House of Commons.

#2 is the new form of government that is coming into power in the UK now. Currently the Liberals are supporting the Conservatives (generally in exchange for key government positions being held by some of their members). However, at some point in the future the Liberals may no longer support the Conservative PM, and so, even without a public election, they could withdraw their support and the new PM would lose a confidence vote. There would likely then be new public elections held to determine the new make-up of Parliament.
