I think they have the potential to be if not cared for properly - something most women are very particular about. Urine, the only common excretion between the two, is sterile. However discharge and menses are not sterile. Not sure about male ejaculate although I know it's not entirely so as it can carry some diseases.

Given those realities one can see where when comparing uncared for members of both genders a male might be thought of as being less 'dirty' - at least by laymen who don't really get the biologicals of it all
