that kind of inaction directly causes harm to someone...whereas refraining from committing a sin is...well refraining from committing a sin. If the church excommunicated people for just THINKING about sin, or wanting to, I don't think they'd have very many members left...not as long as it was attempting to cater to humans, anyways
