In most places it is illegal to burn trash and depending on what is being burned an EPA violation.

Also, I have several relatives and friends that are volunteer firemen in the local rural departments. This is why people pay taxes to support those services, even volunteer ones.
Point two, if I saw my barn was on fire, even if there was a department or two coming, I would still be getting everyone out I could. This sounds like this was not a fire everyone woke up to at 3am; but one THEY SAW HAPPENING! Why the Fuck would you not get your animals out. They would be out before me. . . .
But that is me.

If the firemen did put this out (if it even could have been saved), then NO ONE WOULD PAY FOR THE SERVICE. The fee is minuscule. In most places the taxes to maintain an independent, volunteer fire department is several times more than that a year.

Final point, there are times that a responding fire department won't save a structure or attempt a rescue. Depending on the nature of the fire and building involved it is usually not worth risking firemen. There was an old barn that burned and the department whose area it was in waited for another tanker and department to arrive because there was no way they could do it on their own. They would have just wasted water, energy and time on their own.
