If the firemen did put this out (if it even could have been saved), then NO ONE WOULD PAY FOR THE SERVICE. The fee is minuscule. In most places the taxes to maintain an independent, volunteer fire department is several times more than that a year.
Final point, there are times that a responding fire department won't save a structure or attempt a rescue. Depending on the nature of the fire and building involved it is usually not worth risking firemen.
