Is there a simple way to have an international keyboard? - Edit 1

I currently have English and Russian keyboards that I toggle through, but it's frustrating when I need to put an umlaut or accent mark on a vowel, or type a cedilla, because I have to open up Word and insert a symbol. On the other hand, I've looked at the international keyboards and it seems like you have to have separate ones for French, German, Spanish, etc.
Is there a simple Western keyboard (THAT DOESN'T SUBSTANTIALLY CHANGE key order) that would add all these things that I need? Is this possible?
