It still has the horrid US keyboard setup with a lot of brackets and punctuation in the wrong places, but utilizes an AltGr setup structure for the commonly used ~¨^ and cedilla, and the upside down Spanish stuff... I think you can even make an Å without much trouble, just an extra key to press.
the wikipedia page suggests that the Dutch keyboard is essentially US international, in case you don't find that one.
