You probably know that Windows (and most other Operating Systems) can change the keyboard language for you. Also, you can put the language menu on your taskbar, or assign it to a hotkey so that it's easy to quickly switch. It seems to me that, if you only needed two or three languages on a regular basis, Windows language changing + keyboard stickers (such as these: http://amzn.to/goharS) would solve your problem.

Maybe I'm not understanding your question though.
