I will do this if someone is being a complete jerk and going like 10 under the limit in the passing lane. And not even passing anyone/not moving over after passing someone. But I don't think that's what you're talking about...

I will do that as well, but usually only if I'm sure that that person is not going to speed up. It only angers me when people pass on the right if they are doing it assy and dangerously.

In your example, I personally choose not to play that game since they might genuinely be in a hurry (usually not, but I'd feel awful if it were true).

Hm, yeah, no, I still don't feel bad for him. I might be in a hurry too, but choose not to endanger others.
