Even in the states, "an x-bedroom apartment/house" is used as a quick reference for a home's size. Over here, at least, it just means the number of rooms designed to be bedrooms.
where x is exclusive of bathrooms and kitchen. After all, what was "designed" as a bedroom could just as well be used as a study/library or something else. Me and my girlfriend live in an apartment with 1 bedroom, 1 large living room, 1 room that might potentially serve as an extra bedroom, kitchen, and bathroom. That's called a "3 r+k" (3 rooms + kitchen)
