"on white" is always bad, that's the point: a too light background hurts the eyes.
light gray (or white) on dark gray is great, dark gray on not-too-light gray is acceptable too. If you want color, you can either use black on pastel (such as "tan"
, or light-gray (or white) on dark (but not-too-dark) blue or something (you have to find the correct shade).
