"Government Contemplating Fiscally Responsible Move" isn't as exciting a subject line.
It would excite the hell out of me, but it sounds more like something from the Onion where the headline is "N. Korea embraces democratic reforms, perpetual motion machine invented, area man spots airborne pig, and Satan requests heating fuel and snow plows"
Not to mention that it's not just about fiscal responsibility, but also presidential elections. So not completely sensible, but still not a massive catastrophe.
