Under the Freedom of Information Act citizens have a right to any government document not covered by security exceptions. We have been informed that the raid took place and bin Laden was killed, so there is no secrecy threatened by releasing the picture. Using a vague "national security" excuse in this instance is just a bad, bad precedent to not disclosing anything the government doesn't want to disclose on theoretical grounds of "national security".
Under those circumstances, and following the same protocol they use to release documents related to similar special forces/intelligence activities, they'd release the photo with the primary focus redacted by a black box. Then, someone would complain that the use of a black box in this case is racist and insensitive.
