It does suggest though to me that it is a bit more serious in Russia than the Jamaican bob-sleigh team though
I think in the case of rugby it is part of "natural" growth in the sport - it is still pretty low numbers compared to the whole population but Russia like other countries, including Sri Lanka for some reason, have seen participation in rugby growing rapidly over the last 10 years and the clubs have grown with that rather than people setting up clubs on a lark.
I think Russia might have set up some baseball teams in the early 1990s on a lark, too. The reality is no one watches any team sports other than soccer and hockey in Russia.
