There is no actual plan yet so it is impossible to say what the details are but from what I have heard the plan to lower the rates but offset that by getting rid of loopholes. SO the goal ofthe plan is simplify the tax code and get rid some the tax shelters the rich use to not pay taxes. It is to early to say if that is what the plan will do yet since there isn't actually a plan yet just the plan for a plan.
