He was responsible for inviting Jar-Jar into the series, he LISTENED to Jar-Jar, he refused to kill people who needed to be killed (including Jar-Jar), he knew Anakin would be a problem but took him on as an apprentice anyway and he let himself get killed by one of Khamenei's Basiji thugs.
I hold Lucas wholly responsible for Jar-Jar (although it would have been very satisfying (and in line with his character, I think) if he had cut him down after the nth "missa"), and he didn't know Anakin would be a problem. He only misinterpreted the prophecy. Also. Liam Neeson. Even if he plays a fascist serial killer, he can do no wrong in my world.
