It DOES indicate the pendulum is swinging in the right direction, however slowly. If nothing else, it is one less thing for foes of Western intervention in the Mid-East to point to as an example of something we use as a pretext for war against regimes we dislike while not only tolerating but subsidizing it in those we do like.
