I don't think that they can. At least, not long term. In the short run, they will be able to focus efforts in the area that are most affecting their own citizens instead of a blanket policy for the whole nation.
What will happen though, is government bloat. That bloat will increase state taxes beyond the breaking point and bankrupt the states, causing the Federal government to step in.

What is different about the federal government that you think prevents it from government bloat? The federal government can certainly reach deeper into China's pockets to pay for these entitlement programs than the states can since they MUST balance their budgets annually. But then again that might just be why I am asking about it being state responsibilies...
