was regarding individuals paying into one state's programs, and then moving/getting residency in another state because the benefits are worth more there.

Left to their own devices, the states would (unwittingly or not) create disparity between services offered. This would ultimately cause even more issues then what we have now. We'd essentially be left with 50 different programs, all with different pools of money paying for them.
