Under this logic it wouldn't make any sense to have a state government since everything the state does could be done more efficiently by the federal government. Yet we still let states handle a lot of things like vehicle registrations, schools, state police etc.
I do understand your concerns about people moving between states and what not but people do that all the time and it still doesn't take away a State's ability to run all of the projects it does. Perhaps medicare and SS couldn't operate in the fashion it does now but that also doesn't mean the current method of employing these entitlements isn't the only way it can be done.
