... and I don't just mean which country or state. Anecdotally, pass rates... for road tests anyway... tend to be a lot higher in rural areas, it's easier to practice with lots more empty road and friends with cars. Also I don't think the parallel parking part gets held to quite as strictly in places where their might be all of ten such parking places in the whole county
I wouldn't be surprised if there was an unofficial and unspoken policy of holding city drivers to a higher standard, with the greater dangers and lesser need, but if nothing else the fail rate would be higher from the lower opportunity to practice. Almost everyone I know who's failed a driver's test was an urban-dweller, and I'd never met anyone - who told me -of failing one till I was regularly interacting with people who came from cities.
That actually makes sense- urban drivers absolutely should be held to a higher standard. It also may be that it's not on purpose- hey if there weren't that many cars around where I was taking my road test I'd have much less trouble figuring out how to stay clear of the other cars (but not be overly cautious and slow, which agitates the cars behind me). I had no issues with the mechanics of driving- turns and breaking gradually and parking and so on, if only I was alone on the road I'd be fine.
