Colin Powell was serving as a military post when he served as the JCS, he was merely the top general. Now when he served as political appointments he served under republican presidents, National Security Advisor(Reagan) and Secretary of State (George W Bush). Robert Gates on the other hand was appointed under George W. Bush, Obama retained him to maintain an orderly transition.
