I wouldn't put it on a judge or moderator to keep track of everything though. That would be a ridiculous amount of work.

Instead, I would require each player to track the achievements of his or her politicians. If you think a member of your fantasy team has done something to earn you points, post it along with a source, and the points will be granted. Any other player could dispute the score with a valid argument. Then and only then would I have the moderator step in to make a final decision.
