Pay docs/hospitals for solving conditions instead of for each procedure (i.e., they are paid the same amount for a patient with pneumonia regardless of the treatment)

But this IS how Medicare pays hospitals now. They pay based on diagnosis, not on how many tests/procedures were done. Worse, they take away money if the patient doesn't do well, even if they got all of the recommended treatments.
