Is it just about deciding exactly which sort of institution he goes into, a criminally insane one, or just a criminal one? It just seems so needless, especially since it forced so many of the victims to have to relive through that day and give testimony.

But at least it's done now, and he'll be in jail hopefully forever. Though I do also wonder why Norway doesn't just have sentences above 21 years. If everyone already assumed that he will be imprisoned for the rest of his life, then this is a life sentence in all but name, so what's the point of sugar coating it? Is it more humane to call it 21+ instead of for life or something?
