"It seems like a basic human right to be able to name your child what you want, especially if it doesn't harm your child in any way."

I don't know about calling it a human right, I think parents should not be able to give any name they want. Of course the limits should be rather broad, but there still should be some. If the child can expect hell in school for having a stupid name, then there is harm done.
