Deficits are a big deal with times are good, you worry less about them when times are bad.

We need to start worrying about deficits when your debt to gdp ratio is at 100% or more

You do not worry about deficits when you are worried about deflation. If you try to fight deficits too soon you make the problem worse as evidenced by Japan and the lost decade.
