One thing he did do was start the process to get America into space. Whether his motivation was pure discovery/scientific advancement or trying to stay ahead of the Soviets doesn't matter to me. I don't think it gets done without serious Presidential support.

He was the guy who was in office at the time. Even if you attribute the far more important things like communications satellites to his initiating the space program, it's probably not any perspicacity on his part, so much as a more positive version of Pedron Niall's "lion in the streets" ploy - a big, attention-grabbing thing that a leader can use to rally support to his cause.
