Can you really picture a crack addict saying "Oh man, I have all this crack, but nothing to smoke it out of! Guess I'll go become a productive member of society."

Of course not. If you want it badly enough, you can find a used syringe or whatever anywhere.

So by providing clean syringes, you are able to mitigate a host of OTHER medical and societal ills that go along with the drug use.

I amuse myself.
