The moment any part of the ball "breaks the plane of the goal line" it's a touchdown: 6 points. Ball is placed on the two yard line, where the team can make a Point After Try, place kicking through the uprights for one point (98% of the time, 98% successful) or try to break the plane again for two points.
After Elways windmill tackle, TD goes into the end zone two plays later--only because Elway made his run for >6 yards on third down. Otherwise, it's fourth (and final) down, and Denver:
1) goes for it a final time, losing the ball if they fail (so they wouldn't have tried) or
2) placekicks the ball through the uprights for a 3 point field goal (only happened twice in the whole game, which was all TDs. )
The third option, if a lot farther from the end zone, is drop kick the ball to the other team, who'd run it back until tackled, then have 4 downs to go 10 yards from wherever tackled. Keep going until they either score or can't get 10 yards in 3 plays, at which point they have the same options: Punt, try a field goal or go for it on 4th down.
2. That was totally a foul, the guy was tackled badly when the ball was nowhere close!
Clean hit; a block entirely on the front is legal. Can't block in the back (anything on the side counts, too) but unless you go for his head you're pretty much good. Pancake block (as in "flat as a. " )
