The real problem isn't tax on smokes it is the idea tat it is OK to give away millions of dollars in tax payer's money to one family
If there was no tax on cigarettes, we would not have to do that. It's like walking through a bad neighborhood in a short skirt or with a visible wad of money. Getting robbed and raped is not fair, it is not right, you didn't deserve that and you should not have had to suffer that loss...but that would not have happened without your risky behavior in the first place.
